No two squads from the same team can play in the same division.
So in order to Barcelona B to play in La Liga, Barcelona would first have to be relegated to segunda division.

If they were another team they would have got promoted last season because they finished third. But it's against the rules for them to be promoted because Barcelona B is part of FC Barcelona and the Spanish FA know Barcelona and Barcelona B would be a fixed match twice a season if they were in the same league.
Though to answer your question they would allow the senior team of Barcelona to win every time, which is called match fixing.

They have won second division before - Barcelona B is not allowed to get promoted to the First Division because of it's relationship to Barcelona.
A youth team or development team of another team in La Liga is not allowed in La Liga.

Last season they finished 3rd, which gave them the right to play for the promotion playoffs. But they weren't allowed because the rules say that the canteras, or the B teams of a professional league can't be promoted to the first division.

they can't be, laws set down by the spanish fa say so....they've won the league in the past as I recall....might be wrong, but they can't be promoted.
